Speeding

Overview

One of Governor Christine Gregoire’s priorities is to reduce the number of speeding related collisions in Washington State. The Washington Traffic Safety Commission (WTSC) and the Washington State Patrol were tasked with reducing those numbers.

Speeding Pilot Project

In federal fiscal year 2007, the speeding program manager convened a committee to analyze WSDOT data that would identify those areas in the state where additional enforcement and education might seriously reduce the number of speed related collisions.  Both Pierce and Snohomish Counties were identified as areas with a high number of collisions, dedicated law enforcement, and excellent data collection. 

A rectangular area of Pierce County was targeted for enforcement; it’s boundaries were SR 512, SR 161, 176th Street, and SR 7.  Streets within that rectangle were also used for enforcement.  All of these roads had a significant number of speed related crashes.

Law enforcement from the police departments of Bonney Lake, DuPont, Eatonville, Fife, Lakewood, Puyallup, Ruston, Steilacoom, Sumner and Tacoma participated in the project as did the Pierce County Sheriff’s Office and the Washington State Patrol.

Snohomish County targeted enforcement in three areas of the county.  The South Area encompassed 180th Street SE from SR 527 to SR 9; SR 9 from 180th Street SE to SR 524/Maltby Road; SR 524/Maltby Road from SR 9 to SR 527; and SR 527/Bothell-Everett Hwy. from SR 524 to 180th Street SE.  In addition, there was enforcement on part of I-405 from SR 527 to I-5.

The North Area included SR 531 from 67th Avenue NE to SR 9; SR 9 from SR 531 to SR 528; SR 528 from 67th Avenue NE to SR 9; and 67th Avenue NE from SR 531 to SR 528.

The East Area contained SR 92 from SR 9 to Machias Road; Machias Road from SR 92 to SR 2; SR 2 from Machias Road to 92nd Street SE; 92nd Street SE from Ludwig Road to SR 2; Ludwig Road from 2nd Street to Bickford Avenue; Bickford Avenue from Ludwig Road to SR 2; SR 2 from Bickford Avenue to SR 204; SR 204 from SR 2 to Lundeen Parkway; Lundeen Parkway from SR 204 to SR 9; and SR 9 from Lundeen Parkway to SR 92.

Snohomish County law enforcement from the police departments of Arlington, Bothell, Brier, Edmonds, Lake Stevens, Marysville, Monroe, Mountlake Terrace, Sultan, Stanwood, Snohomish, Lynnwood and Mill Creek participated in the project as did the Snohomish County Sheriff’s Office and the Washington State Patrol.

The pilot project combined media, road signs, billboards and overtime funding for participating law enforcement agencies.  The enforcement plan was designed for and by Pierce and Snohomish County law enforcement.

Preliminary evaluation results indicate that this project was extremely successful at reducing both the average speeds and the percentage of drivers traveling over eleven miles over the posted speed limit.

Sustained Enforcement - X52

In order to maximize the funding available for the speeding X52 Speedingprogram and in order to take the speeding pilot project statewide, the speeding program combined enforcement efforts with the impaired driving program for federal fiscal year 2008.
